The current schedule is "after Wikimania" :) This week, many engineers are unavailable due to the conference, so no changes will be deployed. Deployments should resume next week. Regarding these specific VisualEditor changes, as far as I know, each community will need to request them individually; they won't be automatically deployed. I suggest you create a request in bugzilla for he.wikipedia, and the engineers will deploy these VE changes when they get back from Hong Kong.
