It was turned off because of a database problem. These functions have not worked since 2013. You should fix or disable broken scripts. This is an extension to the autoblock system so when a user is blocked, the next time they visit the wiki a cookie <https://en.wikipedia.org/wiki/en:HTTP_cookie> will be set. This means that even if the user switches accounts and to a new IP address <https://en.wikipedia.org/wiki/en:IP_address> the cookie will block them again.
