Hi! In 2015 the interwiki links for the recent changes page were provided by Wikidata but that stopped working (or was never supposed to work like that?) and T102888 was reported.
As a work around, the interwikis were moved to MediaWiki:Recentchangestext but that also stopped working on the first week of August (this year) and reported as T172461 A comment in that Phabricator item indicates that, as a work around, the interwiki links can be moved to MediaWiki:Recentchanges-summary Looks like that doesn't work un some wikis but might help in your case.
