Lsanabria has a good idea to help you communicating the changes: have a
page with the message I've sent you to translate.

So I've created a page you can translate. When translated, it will give you
directly the wikitext
<https://www.mediawiki.org/wiki/User:Trizek_(WMF)/New_filters_for_Recent_Changes/Announces/translate>
to
copy/paste on your wiki. Click here to have a direct access to the
translation interface
<https://www.mediawiki.org/w/index.php?title=Special:Translate&filter=%21translated&group=page-User%3ATrizek+%28WMF%29%2FNew+filters+for+Recent+Changes%2FAnnounces%2Ftranslate&task=custom&language=&action=translate>
.
