Hello Ranshi. There are several ways to distribute the Tech News newsletter. 
One convenient way is to create a specific page on your wiki and let that page 
subscribe to the tech news. The page will then automatically receive the weekly 
Tech News – tell your fellow wiki users about the page, and everyone can read 
them. Please see Wikispecies: Tech News 
<https://species.wikimedia.org/wiki/Wikispecies:Tech_news> for an example of 
such a page. Also, the two top-most wiki links on that page will give you all 
details you need in order to subscribe to the weekly Tech News, and how to 
configure the page. They will also provide information on other methods of 
distribution such as RSS, delivery to user talk pages, etc.
