It will enable logged in users to opt out of CentralNotice campaigns by type. The settings will be found within their user preferences in a dedicated tab.
This is nice, but ugh, a new tab in Special:Preferences is a steep price to pay! We spent a lot of time trying to reduce such pollution of the Special:Preferences page... Cf.
