I guess, he _is_ speaking about the new design ;-) I wouldn't call it 
"fugly", but it isn't very "beautiful" too.
Some critical remarks:
- Don't use flags! States and languages do not correspond, that's 
exactly the point of these portals. Combining the flag of the Swiss 
Confederation and of the Federal Republic of Germany doesn't create 
anything appropiate to represent the German language.
- The "expand" links for the banner don't work for me.
- Rearrange the language boxes. It looks messy this way. Some kind of. 
And I don't like the dotted borders.
