As I pointed out in response to your question, it need's to be user language on Meta, Incubator, Wikispecies, Beta Wikiversity, old Wikisource, and all the multilingual wikis of third party users. It's not actually necessary on non-multilingual wikis, but it does no harm either. So why content language? This could be solved with a setting in LocalSettings.php "isMultilingual", but that's another affair and as long as that does not exist, we should use user language.
