I can most certainly believe it. It's not like the messages files are reviewed before they're released. Localised special page names were added to zh-hans shortly before the branch point: <http://svn.wikimedia.org/viewvc/mediawiki/branches/REL1_14/phase3/languages/messages/MessagesZh_hans.php?view=diff&r1=45302&r2=45303> No similar list was added for zh-hant or zh-tw, so the simplified list is used for all of them. There was no localised $specialPageAliases for zh-* in 1.13.0 so it seems likely that the English names were used at that time. It would be helpful if you could provide a translation for these special page names into Traditional Chinese.
