As far as the sysadmins go, the procedure is quite transparent and explicit: file a bug with the "shell" keyword and an exact description of what's desired, together with a pointer to community consensus. The only unclear part of that is the last, and to the extent that's unclear, it's as much the wikis' fault as anyone's (seen a clear enwiki policy on "what is consensus" lately?).
