The way to create static dumps is in fact to use dumpHTML (now as its
own extension).
That comment meant 'they are no longer being generated, don't expect to
get new static dumps there', not 'they now use a new system'. Sorry for
the confusion.

*Mediawiki (+PHP+Apache+Mysql) installed on usb drive
*dumpHTML
