They tell me that something like this is indeed produced, and is called http://odftoolkit.org/ . By using this toolkit it should be possible to validate ODF documents, make sure there are no "extra" files in their archives, and even to modify documents so that f.e. macros and scripts are removed from them. It doesn't require OOo to be installed.
