Who says?  Mirroring all pages isn't allowed, but I've never heard
that we have a problem with hotlinking images, as long as the
bandwidth use is reasonable.

It's not technically possible for us to stop people from hotlinking
images without possible adverse side effects on our own users.  What
specific anti-hotlinking technique do you propose?  Just talking to
specific sites that rate high enough on the charts?

That doesn't make sense.  Fair use images are prohibited on Commons
because they're not in line with Commons' mission.  What relevance
does that have to hotlinking?
