I guess we need public instead of must-revalidate in some places.
Someone asked if we shouldn't add must-revalidate conditionally [1],
but when I asked on what condition (hey, I don't know all that much
about C-C headers, I'm just the code monkey here :P ) I got no
response. If someone tells me what the correct behavior is, I'll
happily implement it.
