There should be an alternative way to do:
{{#if: {{{foo|}}}|
{{!}}-
{{!}} Foo
{{!}} {{{foo}}}
|}}
Ie: If parameter foo exists, add it surrounded by a title and a table cell.
We would need an "outer {{{foo|}}}" syntax.
