I've also been able to reload my way out of it when it happens, but the total rate (proxy errors per initial page / access attempts) is high enough to mention at least... 10% plus is pretty noticeable. There may have been periods where it was less failure, but it's been that high for some extended periods I've tried to use it since the outage. It's not a real priority, but irritating enough to bring up.
