fwiw, I added a lot of time/project-management functionality to my Bugzilla when I was using it in a commercial project. Some of the desired functionality was already available as patches on bugzilla.mozilla.org; I added more, and most of my patches will be available on bugzilla.mozilla.org. All of those patches are probably bitrotten. I haven't looked at how far the bugzilla codebase has changed since 2002, but I would be surprised if it was difficult to rebase these patches.
