fwiw, I added a lot of time/project-management functionality to my
Bugzilla when I was using it in a commercial project. Some of the
desired functionality was already available as patches on
bugzilla.mozilla.org; I added more, and most of my patches will be
available on bugzilla.mozilla.org. All of those patches are probably
bitrotten. I haven't looked at how far the bugzilla codebase has
changed since 2002, but I would be surprised if it was difficult to
rebase these patches.

For example, on mw:Tracker/PM_tool, one dot point is the separation of
tasks, features, etc. This is bug 9412.

https://bugzilla.mozilla.org/show_bug.cgi?id=9412

I'd be happy to work on a few of these in a few weeks time.
