Thanks for the clarification. I understand your initial concern.

Another limitation of Cite that would be worth fixing is
that it is not possible to change the numbering style.

If you use the <references/> tag inside an element where
the CSS list-style-type property is set to roman numbering,
then you get roman-numbered references in the references
list, and links in the text that are decimal-numbered.
