As mentioned on IRC, i18n tracks development so closely that this is
stage probably not needed.

It'll discourage people from committing to trunk, yes, and I think
that's a bad thing. Branching then freezing the branch to various
degrees is fine by me, but trunk should remain open to changes that
are neither insane nor necessarily very stable.
