I know I mentioned this in a CodeReview comment, but I'll mention it again here: http://mediawiki.org/wiki/List_of_extensions_to_be_merged_to_the_core I think developing a set of guidelines for this issue might be nice, though I'm not sure there's really all that much disagreement about what should and shouldn't be in core currently.
