The problem are actually links to anchors starting with an underscore, which was broken in r68358 (they get stripped). It already was reported as bug 27474, but I had to rediscover it the hard way. You can work around it by changing http://ro.wikipedia.org/w/index.php?title=MediaWiki:cite_reference_link_prefix&action=edit to not begin with an underscore (the default since r32160, cite_ref- works fine).
