I just want to reiterate that 1.17 is not necessarily a good precedent
that's representative of 'normal' releases.

It's not entirely fair to attribute 1.17 to this year, since it was
branched last year. If we branch 1.18 when we release 1.17 and have a
sane release latency, we'll have two releases in two months, but
that's entirely due to wildly different latencies. The branch points
would be mostly regular though.
