Use consistent notation for "@todo FIXME". Should update http://svn.wikimedia.org/doc/todo.html nicely. Comment: The doxygen command is "@todo". We have been using FIXME (and I've seen XXX in for example StatusNet). I left FIXME in, because I though (actually *hoped*), that devs would occasionally look at it.
