Removed action=raw support from HTMLFileCache. Obsolete due to RL. Comment: Alright, I'm totally not familiar with HTMLFileCache. Just wanna make note here that the time of usage of action=raw to load .css or .js is NOT over. There is still very significant usages of it, including in scripts that are loaded for anonymous users or some of the largest wikimedia wikis.
