(bug 29392) Setting the start or end parameter now works with lists blocks, categorymembers, deletedrevs, logevents, protectedtitles, usercontributions and watchlist in Postgres. Since all those used ApiQueryBase::addWhereRange, added ApiQueryBase::addTimestampWhereRange, which does automagic timestamp conversion.
