During the Continuous integration revamp project [1] alternatives to Cruise
Control where considered, eventually Jenkins was chosen [2]. Ask Chad for
more on that if you're interested.

Jenkins has a native plugin to publish stuff to IRC directly on-build.
Making any periodic polling obsolete. This plugin is currently activated
and online as "mw-jenkinsbot" in #mediawiki on Freenode.
