You may want to check out [http://www.mediawiki.org/wiki/Manual:Tag_extensions#How_do_I_disable_caching_for_pages_using_my_extension.3F this page] on how to disable it. Ideally, you'd be able to add a dependency on some other page that's edited when the user is blocked/unblocked, so the cache is just cleared when the block status changes.
