Commit summary for MediaWiki.r104353: This is the rework I was talking about in r104318 for 1.19. Instead of having Pager subclasses build HTML forms by hand build HTMLForm into the Pager class. Much less painful, no? This is simply a first pass, there's many more classes to convert.
