Language::getTranslatedLanguageNames. More consistent and saves some code :)
Also update Babel to use that function.

Then that is now also the case between <nowiki>{{#language:fi}}</nowiki>
(Suomi) and <nowiki>{{#language:fi|fi}}</nowiki> (suomi). See also
[[Special:Code/MediaWiki/106559#c27937]]. I think the names should be
consistent between those two uses, so the problem should be fixed otherwise (we
could change the MediaWiki name..).
