Also, some people (like Tim Starling) have a user page with a blanket statement that anything they publish with no explicit licensing information is licensed under XYZ.
But it probably doesn't hurt to ask people. As for me, everything I may have uploaded to mw.org without licensing information is hereby licensed under CC-BY-SA 3.0+ .
