Hello, Thanks to Arnav for mentioning this issue. I was planning to send an email here about this "Cite" tool, because i am facing the same problem in Bengali Wikipedia. As i am not an administrator there i can not create any page in mediawiki name space.But I have tried to add external js but it did not work.
So it will be really helpful if the tool is activated.
