It actually is "no less than 300 words"; I think it's supposed to be a high-pass filter for submissions, to weed out proposals that aren't "serious". That said, in some cases, 250 words are largely enough to describe a serious submission, so I wouldn't worry too much about reaching exactly 300 words.
