Hi, I assume you're using MediaWiki. We use a fairly complex extension for deploying banners across our many sites, called CentralNotice. It's meant for multiple wikis and I can't provide support for setting it up myself, but I can tell you that the banners are made from a template in HTML code. You can take a look at the preferences for one fundraising banner at http://meta.wikimedia.org/w/index.php?title=Special:NoticeTemplate/view&template=B12_0206_AfricaTest_Jimmy_control
I hope this helps a bit.
