Yes, it is. The functionality is just the same as for custom
editnotices. For example at deWP this was activated two days ago
(http://de.wikipedia.org/w/index.php?title=MediaWiki:Emailpagetext&diff=101188326&oldid=100856580).
Of course such simple subpages don't require any edit privileges, as
.js/.css-pages need.
