Commit summary for Wikimedia.r1519: Reverting the addition of module dependencies that aren't actually hard dependencies. followup r1499, r1500 Khorn (WMF)'s comment: They aren't required. A couple of times it has come up that we want to use queue2civi and ensure that no thank you emails get sent. The easiest way to do that, is disable the thank you module. Everything works as expected.
