In the bug genie, we've added functionality called "teams" to address these kind of needs. Anyone can be a member of any number of teams, and teams can be assigned to almost all the fields a user can, such as "owner"/"assignee", etc. This goes for both issues, projects, components and more. This makes managing users joining and leaving much easier, as well as monitoring and subscribing to updates on interesting topics/components.
