You can go ahead and request Gerrit ownership at https://www.mediawiki.org/wiki/Git/Gerrit_project_ownership but that won't help you immediately get review on https://gerrit.wikimedia.org/r/#/q/status:open+project:mediawiki/extensions/TorBlock,n,z . When I look at https://gerrit.wikimedia.org/r/#/q/status:merged+project:mediawiki/extensions/TorBlock,n,z I see that basically no one has done TorBlock work since the Git migration in March 2011. So your best bet is probably to ask Chris Steipp to look at your TorBlock changesets (as security engineer he's best placed to look at them even though he hasn't previously worked on TorBlock).
