A gadget can be quite elaborate. Examples (among many others) include Navigation_popups, Twinkle, and wikiEd. However, there are limitations to keep in mind. The most important is probably that gadgets do not yet have i18n support. A well-written template or template/Lua module library could be at least one component of a project, in my opinion.
