Yes. Take a look at how the PageTriage and OpenStackManager extensions do it (LiquidThreads used to but that functionality has not been updated for changes to Echo so I'm not sure that it still works). (Just grepping for 'Echo' should show you everything you need.)
I would consider carefully before creating such voting events however, it's unlikely that most contributors to an article will want to know about that.
