If I have got your point correctly, then the browser extensions would not impact or slow down the page loading. My project scope does include on demand loading of the input methods, but I am not very sure how to go about integrating Resource Loader with the browser extensions. As far as I know, Resource Loader can only be used on MediaWiki enabled websites whereas the project aims at providing these input methods on any website. Let me know what you think of it.
