Thank you for your interest in improving educational resources and
technology.  I bet that someday you'll be able to build tools that aid
people in learning from each other!  Your desired features:

>     Navigable semantic network initially derived from Wikidata
>     Easy to build, collaborative curriculum/syllabi
>     Collection and organization of educational materials

all sound like useful things.

I think this proposal is WAY too big for one summer.  If you want to
plunge into a GSoC project for this summer with Wikimedia, talk to
Wikiversity, look at their wishlist, and figure out something you could
implement this summer (although the fact that you have no MediaWiki
development experience makes you an unlikely candidate).  If you want to
work towards being an effective creator of educational technology in the
long run, look at P2PU, Moodle,
http://semantic-mediawiki.org/wiki/SMWCon_Spring_2013/Using_SMW_in_University_Courses
, edX, and other OER tech resources.  Help improve one of them.  Then
you'll have far more experience and credibility for your own project.
