Only bug fixes are backported to released versions of MediaWiki - not

<https://www.mediawiki.org/wiki/Git/New_repositories/Requests> seems to
be the place to request that a new repo be created. When creating a new
repo in Gerrit, Demon/Chad can import the SVN history for you.
