I agree with you that global filters should be carefully used. On the other hand it is going to help a lot fighting the most common abuse and spam issues. The smallest wiki communities probably do not have all the expertise the biggest wiki have. With that feature applied, they will benefit from analysis that already has been done. Biggest wiki will also be able to share their finding and that will surely lead to a better filtering quality overall.
