Are you referring to https://en.wikipedia.org/wiki/Portal:Gene_Wiki ? The first step for a proposal like this is to get the buy-in from the project maintainers. If they are also interested in your proposal and they can provide at least one mentor, then we can continue seeing the possibilities of this proposal. I agree with Brian that a draft in a wiki page (for instance a subpage of your user page at mediawiki.org) will help you getting your point across and finding potential mentors.
