While I know that you're acting in good faith, I feel that some portion of your mailing list inquiries could be made moot by simply searching around a bit. For example, it probably isn't too difficult to find this wikitech-l thread titled "New wikibugs bot" from about a week ago: <http://lists.wikimedia.org/pipermail/wikitech-l/2014-April/076140.html>. This isn't to say that wikibugs couldn't have better documentation, both on-wiki and built in.
