In the current change, the purpose is to provide a clean, feature-rich interface which developers can use to send emails. In particular, there is a mail library called SwiftMailer which provides bounce detection, among other things. Bounce detection would be a nice thing to have. It is proposed that developers use SwiftMailer directly instead of using a MediaWiki wrapper which optionally uses SwiftMailer.
