I am all for making the SVN imports simpler and quicker.
And I am fine with assuming that SVN repos are unmaintained, and
shortcutting the process if a new maintainer steps up.
However, I am with Chad, and would not want to bring SVN repos to
gerrit, if no new maintainer is in sight.
