When comparing to Bugzilla rather than bugs open/closed engagement would be a good measure of success e.g. number of replies.
I sense more involvement from community members with the LDAP integration since the move which IMO is huge. I personally am creating more bugs there as Phabricator is a tool for tasks which are a superset of bugs.
