Related in that its about code-review, which has implications for CI,
but different because code-review can happen one place (Differential)
while CI can happen somewhere else (Travis).

I still feel extremely strongly that having a 90/10 split of repos on
Gerrit/Github only hurts our engineering community health. You can read
