Thanks Dmitry and Jon! That's the info I was looking for. Since both https://en.wikipedia.org/wiki/MediaWiki:Mobile.js and https://en.wikipedia.org/wiki/MediaWiki:Minerva.js are empty, does that mean English Wikipedia has no local JavaScript? Nice!
